Before applying for the UAE Golden Visa as a creative, media, or researcher professional, you must obtain a recommendation letter from the relevant UAE authority โ€” typically the Ministry of Culture and Youth, the Emirates Media Council, or the relevant academic authority. This letter confirms your eligibility and is a mandatory submission document. Without it, the application cannot proceed.

The 3-of-5 Criteria System Explained

UAE authorities assess Golden Visa applicants in the talent categories using a criteria-based framework rather than a single threshold. Applicants must satisfy at least 3 out of 5 defined criteria within their relevant category.

This is important for two reasons. First, it means a wide range of professionals can qualify โ€” you don't need to have won an international prize to be eligible. Second, it means you need to audit your profile carefully before applying. Satisfying 2 criteria strongly is not the same as satisfying 3 adequately.

Category B โ€” Media

The Media category is coordinated through the Emirates Media Council and the Ministry of Culture and Youth. It reflects the UAE's position as one of the world's most active media and content creation hubs โ€” and the category has been significantly expanded in recent years to include content creators and digital media professionals following the 1 Billion Followers Summit and the Creators HQ initiative launched in 2025.

How long does the recommendation letter process take?

Applications submitted through the Ministry of Culture and Youth portal are typically reviewed within a few weeks for straightforward cases. If the authority requests additional documentation, the process can take longer. It is important to submit a complete, well-organised application the first time โ€” if your application is denied, you must wait a minimum of 6 months before reapplying.

Can I apply from outside the UAE?

Yes โ€” applicants who do not currently reside in the UAE can apply for the recommendation letter. However, for the actual Golden Visa application, non-residents typically require a 6-month entry visa to complete the residence permit procedures inside the country.
