The Alberta Foreign Graduate Entrepreneur Stream is fundamentally different from the other Canadian entrepreneur programs. Post-secondary degree
Must hold a post-secondary degree from outside Canada, completed within the last 10 years. Degree must be verified by an Educational Credential Assessment (ECA) confirming equivalency to Canadian post-secondary standards. University and polytechnic degrees from the UAE, Middle East, and internationally are accepted.

Business Experience
Minimum 6 months
Minimum 6 months of relevant experience in business ownership, business management, or participation in a business incubator or accelerator program. This is a lower threshold than other entrepreneur programs — reflecting the startup focus. Evidence through employment records, company registration, or incubator participation documentation.

Minimum CLB 5 in all four skills in English or French. This is slightly higher than other Alberta entrepreneur streams (CLB 4). Accepted tests: IELTS General Training, CELPIP General (English), TEF/TCF (French). Results must be less than 2 years old at EOI submission.

Minimum personal net worth of CAD 300,000. Verified by a qualified third-party net worth assessor. UAE property, bank accounts, business assets, and investments all count. Settlement funds demonstrating ability to support yourself and dependents upon arrival are also required.

Must obtain a Letter of Recommendation from one of the two AAIP-approved designated agencies — Empowered Startups (Vancouver) or Platform Calgary. This is a hard requirement. Without this letter, no EOI can be submitted. The agency also provides a business assessment report that must accompany the full application.

Minimum investment for businesses outside Calgary and Edmonton. Minimum 51% ownership required. Lower threshold and lower competition — but business must still demonstrate genuine innovation and scalability.

Only two organisations are approved by AAIP as designated agencies for the Foreign Graduate Entrepreneur Stream. Your business plan must be reviewed and endorsed by one of these two — there is no other path to the Letter of Recommendation.

📍 Calgary, Alberta
Calgary's innovation hub and the second AAIP-approved designated agency. Particularly well-positioned for businesses targeting the Calgary market. Provides assessment, mentorship, and connections to Alberta's startup ecosystem for applicants who receive their recommendation.
What the agency evaluates: Market need and demand, potential for successful short-to-medium-term market entry, customer acquisition strategy, business development plan, key partnerships, and financial plan to fund development and operation. The agency provides both the Letter of Recommendation and a written business assessment report — both must be submitted with your full Business Application to AAIP.

Eligibility Assessment & Business Concept Development
We assess your profile against the eligibility criteria and evaluate your business concept for innovation potential, market fit, and alignment with Alberta's priority sectors. We advise on refining the concept before approaching the designated agency — a strong, well-structured pitch significantly improves approval chances.

Business Plan & Pitch Deck Preparation
We develop a comprehensive business plan and a 10-minute pitch deck (slides only) covering market need, customer acquisition, competitive analysis, revenue model, growth projections, key partnerships, and funding plan. The pitch deck is submitted to the designated agency and its quality directly determines whether a Letter of Recommendation is issued.

Designated Agency Assessment & Letter of Recommendation
Submit your business plan and pitch deck to either Empowered Startups or Platform Calgary. The agency reviews your proposal against AAIP requirements and Alberta's economic priorities. If approved, they issue a Letter of Recommendation and a formal business assessment report — both required for your EOI.

Expression of Interest (EOI) Submission
Submit your EOI through the AAIP Portal with the Letter of Recommendation and Business Proposal Summary. Pay the CAD $200 EOI fee. AAIP scores your EOI within 30 days. Highest-ranking candidates are invited to submit a full Business Application.

Business Application
If selected, submit a full Business Application within 90 days of invitation. This includes your complete business plan, the designated agency assessment report, net worth documentation, investment evidence, and all supporting materials. The CAD $3,500 AAIP application fee is paid at this stage.

Business Performance Agreement & Work Permit
Upon approval, you sign a Business Performance Agreement and receive a Business Application Approval Letter and Letter of Support for a work permit. You arrive in Alberta and submit an Arrival Report within 30 days. You then launch and actively operate your startup in Alberta.

Business Operation & Final Report
Operate your business for a minimum of 12 months, meeting all Business Performance Agreement conditions. Submit a Business Progress Report every 6 months. Once conditions are met, submit a Final Report for nomination. Eligible foreign graduates who already operate a business in Alberta may qualify without the additional 12-month operating requirement.

Upon successful Final Report, AAIP nominates you for Canadian permanent residence. Apply to IRCC within 6 months of nomination. You and your family receive Canadian permanent residency. Total timeline from EOI to PR is typically 18–24 months.

Is the Alberta Foreign Graduate Entrepreneur Stream currently accepting applications? +
Yes — the AAIP Foreign Graduate Entrepreneur Stream is currently active and accepting Expressions of Interest. AAIP can close streams without prior notice, so beginning the process promptly is advisable. As of 2026, the stream is accepting EOIs and the program remains one of AAIP's active entrepreneurship pathways.
My degree is from a university in the UAE or Middle East — does it qualify? +
Yes — the program is specifically for degrees from outside Canada. Degrees from UAE universities, Lebanese, Egyptian, Jordanian, Iranian, and other regional institutions all qualify provided they are within the last 10 years and verified by an Educational Credential Assessment (ECA) from a designated organisation confirming Canadian equivalency. The ECA process typically takes 6–12 weeks and can be initiated from Dubai.
What happens if the designated agency does not approve my business plan? +
If either Empowered Startups or Platform Calgary declines to issue a Letter of Recommendation, you cannot submit an EOI to this stream. You can revise and strengthen your business concept and reapproach the agency, or consider whether the Alberta Rural Entrepreneur Stream or another provincial program is better suited to your business type. This is why investing in a strong, well-structured business plan and pitch deck before approaching the agency is critical.
How is this different from Canada's federal Startup Visa Program? +
The federal Startup Visa Program requires endorsement from a designated Canadian venture capital fund, angel investor group, or business incubator — and applicants receive a work permit while their PR application is processed federally, which can take 2–3 years. The Alberta FGES is a provincial nominee program — it is generally faster (18–24 months total), has a lower minimum investment, and leads to a provincial nomination that then supports a federal PR application. The FGES also does not require you to raise investment from a VC or angel investor — your own capital qualifies.
I have a technology startup already operating in Dubai — can I adapt it for Alberta? +
Yes — many successful FGES applicants adapt an existing or proven business model to the Alberta market. The key is demonstrating genuine market need and entry strategy in Alberta specifically, not just presenting a concept that works in another market. Your business plan and pitch deck need to address the Alberta market directly. A business that has already proven its model is often a stronger application — provided the market need in Alberta is clearly demonstrated.
