The Singapore ONE Pass has two distinct qualifying routes. You only need to meet one. The salary route is straightforward for high-income professionals. The outstanding achievements route is for researchers, academics, and creative talent regardless of salary level.

High Salary Route
For senior executives and high-earning professionals who have earned or will earn at least SGD 30,000 per month fixed salary.
  • Earned SGD 30,000+/month for the past 12 consecutive months from a single employer
  • OR have a job offer in Singapore at SGD 30,000+/month from a well-established company
  • If applying from overseas: company must be well-established, reputable, and internationally recognised (market cap USD 500M+ or revenue USD 200M+)
  • If applying from within Singapore: existing Employment Pass holders earning above threshold are the most common applicants

Outstanding Achievements Route
For researchers, academics, industry experts, and creative and sports talent with exceptional professional recognition — regardless of salary level.

Coming in January 2027: Singapore is launching a new ONE Pass (AI & Tech) track specifically for artificial intelligence and advanced technology professionals, replacing the previous Tech.Pass. This track will allow non-cash compensation components (stock options, equity vesting) to count toward the salary threshold — a significant advantage for tech founders and startup executives.

Renewal Conditions After 5 Years — Must Meet One Of:
Option A — Continued Employment
Average fixed monthly salary of at least SGD 30,000 over the past 5 years in Singapore. Pure passive holding without active employment does not qualify.
Option B — Singapore Business Activity
Started and is operating a Singapore-based company that employs at least 5 local citizens or PRs, each earning a fixed monthly salary of at least SGD 5,000.

Online Application Submission via MOM Portal
Application submitted through the Singapore Ministry of Manpower portal. Either the candidate or an authorised agency can submit. The SGD 105 application fee is paid at submission. A case reference number is provided for tracking.

MOM reviews the application. Salary route applications typically process in 2–4 weeks. Outstanding achievements route applications may take 5–10 weeks as they involve assessment by relevant Singapore agencies. No interview is required.

In-Principle Approval (IPA)
Upon approval, an IPA letter is issued. This serves as a pre-approved single-entry work visa valid for 6 months — giving you a 6-month window to enter Singapore and complete issuance. The IPA specifies whether a medical examination is required.

Enter Singapore using the IPA. Schedule an appointment at the Employment Pass Services Centre (EPSC) within 6 months of IPA. Bring original passport, IPA letter, and local contact details. The SGD 225 issuance fee is paid at this stage. The ONE Pass card is issued within approximately 5 working days.

If applying from within Singapore on an existing work pass, the salary threshold can be demonstrated through current or past employment.
What counts as a "well-established" company for the overseas salary route? +
MOM evaluates whether the company is reputable, large, and internationally recognised. General benchmarks used include: market capitalisation of at least USD 500 million, or annual revenue of at least USD 200 million. Companies that are publicly listed, internationally recognised brands, or major regional employers typically qualify. The assessment is made by MOM on a case-by-case basis.
Can I apply for Singapore PR while on the ONE Pass? +
Yes — ONE Pass holders can apply for Singapore Permanent Residency after just 6 months of legal residence. The ONE Pass does not automatically convert to PR, but strong income, active economic activity, tax compliance, physical presence, and family integration are all positive factors in the PR assessment.
