Saskatchewan Skilled Worker Program


The International Skilled Worker (ISW) stream of Saskatchewan is a Provincial Nominee Program (PNP) for skilled workers with the required education, experience, and language abilities living abroad who want to work and live in Saskatchewan. There are two sub-categories that international skilled workers may apply for under the Saskatchewan Immigrant Nominee Program (SINP): Occupation In-Demand and Express Entry. Before you apply to the SINP, please review the eligibility criteria and required documents needed to apply in one of the International Skilled Worker (ISW) sub-categories below.


  1. International Saskatchewan Skilled Worker: Occupation In-Demand

The Saskatchewan Occupations In-Demand targets skilled workers who have work experience in a high-skilled occupation. Saskatchewan’s Occupations In-Demand sub-category could be a good option for those who wish to migrate to Canada, but their occupational experience is not on the occupation list of SINP.

The Saskatchewan Occupations In-Demand sub-category is not aligned with the federal Express Entry system. Consequently, successful applicants can apply directly to the Canadian government for permanent resident status. No Express Entry profile or an invitation to apply (ITA) in an Express Entry draw is required. Potential candidates may live abroad or in Canada with legal status.  They do not require a job offer in Saskatchewan, but they should be highly skilled in an in-demand occupation

Saskatchewan Occupations In-Demand sub-category works based on the SINP Expression of Interest (EOI) system. Similar to Express Entry, candidates must first submit an EOI which is ranked using a points system. The candidates with the highest scores within the pool of candidates will have a greater chance of being invited to apply.

An International Skilled Worker EOI is not an application to the SINP. It is a pre-application process that allows candidates to fill out a form to indicate their interest in applying to the SINP.


  1. International Saskatchewan Skilled Worker: Saskatchewan Express Entry

The Saskatchewan Express Entry targets candidates from the federal Express Entry pool who have experience in a high-skilled occupation that is not on the SINP Excluded Occupations List. Their work experience must be related to their job and education. They should have active profiles in Canada’s Express Entry system and be in the Immigration, Refugees, and Citizenship Canada (IRCC) Express Entry Pool. They do not require a job offer in Saskatchewan. Successful applicants to this sub-category receive 600 points under the Express Entry Comprehensive Ranking System (CRS). This guarantees an invitation to apply (ITA) for Canadian permanent resident status in the next Express Entry draw. Applications for permanent residence submitted through Express Entry are generally processed within 6 months.

The Saskatchewan Express Entry sub-category works on the basis of the SINP Expression of Interest (EOI) system. Candidates must first submit an EOI which is ranked using the SINP Points Assessment Grid. Only those candidates who have the most competitive profiles will be invited to submit an official application to the program.


Saskatchewan Skilled Worker Program: Eligibility

In order to be eligible for the Saskatchewan Skilled Worker Program, potential candidates need at least one year of high-skilled full-time work experience (minimum 30 hours per week), that is not on the SINP Excluded Occupations List, in the past 10 years in their field of education or training and occupation at NOC level 0, A, or B.

Moreover, potential applicants must:

  • Score at least 60 points out of 110 on the SINP point assessment grid;
  • Demonstrate a language score of at least Canadian Language Benchmark (CLB) 4 (employers and/or regulatory bodies may require higher language scores) for In-Demand Cooperation, and provide language test results from a designated testing agency that match the language level declared in their Express Entry profile for Saskatchewan Express Entry;
  • Have a diploma, certificate, or degree from a post-secondary study or training program, or an apprenticeship, of at least one year in length. This qualification must be comparable to the Canadian education system, and if you obtained it outside of Canada you must submit an educational credential assessment (ECA) from a designated organization;
  • Show proof of Professional Status or Licensure (for regulated occupations or those with professional certification standards in Canada and/or Saskatchewan) if required for your occupation;
  • Demonstrate settlement funds and a settlement plan; and
  • Have work experience in their field of education or training, either as:
  • One year work experience in the last 10 years in a skilled profession (non-trades); and/or,
  • Two years’ work experience in a skilled trade in the past five years; and/or,
  • Twelve months’ work experience in Canada in the past three years (trades and non-trades).

All items mentioned above are required for Saskatchewan Express Entry too, as well as:

  • Be in the Immigration, Refugees, and Citizenship Canada (IRCC) Express Entry pool; and
  • Have a valid Express Entry Profile Number and Job Seeker Code

SINP Points Assessment Grid for Saskatchewan Skilled Worker

Potential applicants can create a profile in the SINP online system OASIS. They are assigned a point score out of 110 based on the 5 factors: education and training, skilled work experience, language ability, age, and connection(s) to Saskatchewan (job market and family). Candidates need to score at least 60 points to be able to submit an EOI. However, meeting a minimum of 60 points does not guarantee that you will receive an invitation to apply. Candidates in the pool are ranked according to their scores out of 110, and the highest-ranking candidates will receive an invitation when Saskatchewan immigration authorities conduct a draw from the pool of SINP skilled worker candidates.

Candidates’ work experience must relate to the job they have put on their application. One year of work experience equals 12 full months.

Factor 2: Connection to Saskatchewan Labor Market & Adaptability

Candidates with a strong connection to Saskatchewan and the labor market will earn further points by SINP. This shows their ability to successfully settle in Saskatchewan as a permanent residents.

Receiving an EOI

The top-scoring candidates who receive an EOI can then apply to the SINP for provincial nomination. At this point, there is a non-refundable fee of $350 required to complete the application. The SINP reviews each application and informs the applicant whether s/he is eligible for nomination, or not. Nominated candidates can then apply directly to the Canadian government for permanent resident status.


When Not to Apply

Candidates will not be considered eligible under the SINP’s International Skilled Worker Category if they:

  • Are refugee claimants in Canada;
  • Are health professionals;
  • Are food and beverage servers/persons;
  • Failed to submit documentation as requested by the SINP;
  • Do not genuinely intend to live and work in Saskatchewan on a permanent basis; or
  • Have intentionally misrepresented themselves in the application.
