Who can be granted a permanent residence permit in Denmark?

You can be granted a permanent residence permit in Denmark once you have had a temporary residence permit for eight years. In some cases, the requirement is four years.

If you were qualified as a medical doctor, dentist, or nurse in a country other than Denmark, you should be aware that the rules for residency, employment, and licensing conditions in Denmark depend on your citizenship. Different rules apply depending on whether you are from Scandinavia, the EU/EEA, Switzerland, or another region.

Requirements & Eligibility Criteria for a Foreign Doctor to Practice Medicine in Denmark

Language skills, medical degrees, insurance, and immigration status are all required.

You must apply for Danish registration if you have completed medical training as a medical doctor in a country other than Denmark and wish to work as a medical doctor (lge) in Denmark, Greenland, or the Faroe Islands.

You may apply for a residency permit in Denmark, which allows you to study Danish and pass the professional tests and exams needed to work as a doctor, dentist, or nurse in Denmark.

A residence permit granted to obtain authorization does not grant you the right to work. It allows you to stay in Denmark during the period when your permit is valid. Besides, a permit allows you to stay in the Schengen area for up to 90 days within the latest 180 days period. However, it does not allow you to work in other Schengen countries.

A residence permit to obtain authorization in Denmark also allows you to carry your family to Denmark with you. Your spouse, registered or cohabiting partner, as well as children under the age of 18 living at home, could be granted a permit.

You must therefore apply for a separate work permit in connection with the so-called ‘employment for adaptation and training purposes’ (evalueringsansættelse) that is a part of the authorization process.

If you are offered evalueringsansættelse at a Danish hospital, you must apply for a work permit. You must not start working until you have obtained a permit. Salary and terms of employment must correspond to Danish requirements during your employment for adaptation and training. You must first obtain an “evaluation authorization” from the Danish Patient Safety Authority before applying for a work permit. As a medical doctor, you may work as a health professional, research-based health scholar, administrator, collaborator, communicator, medical expert, etc.

You must not give up your Danish address or stay abroad for longer than 6 successive months. A violation will result in the lapse of your permit. This means that you will lose your right to stay in Denmark. If you need to stay abroad for an extended period, you can apply for a dispensation to prevent your permit from lapsing.

If you already have a Danish residence permit, e.g. as an accompanying family member to a foreign national working or studying in Denmark, you do not need to apply for a new permit. You can use your current permit to complete the process required by the Danish Patient Safety Authority to obtain Danish authorization as a doctor, dentist, or nurse.

You have to fill in an application form to obtain Danish authorization, permission to work independently as a medical doctor, and registration of specialist qualifications (if applicable). The authorization process and the required documentation depend on your nationality and the country in which you qualified as a medical doctor. The application forms can be found on the Danish Patient Safety Authority’s website.

How to get a Danish temporary residence permit for medical staff?

You must initiate the process for a temporary residence permit through the website of the Danish Immigration Service or the Danish Agency for International Recruitment and Integration (SIRI). Depending on where you live, you may also have to submit an in-person application at a Danish

representation office abroad. If you are already in Denmark, you can submit the application at a local SIRI branch.

Here’s a step-by-step guide on how to apply for a Denmark temporary residence permit:

1. Create Case Order ID. On the SIRI website, create a case order ID and choose the type of residence permit you are applying for (work, study, family reunification). Complete the sections with your personal information and receive the case order ID number.
2. Pay the Fee. Pay the fee and print the receipt payment. You need to submit the receipt together with the application.
3. Compile the Required Documents. Ensure you have all the documents and your biometrics (photo, fingerprints) to submit with the application. If any of the documents are missing, you must have a compelling reason, or your application may be rejected.
4. Fill in the Application. Make sure to choose the application form that is required for the type of residence you want to apply. Every permit type has a special application form.
5. Submit Your Biometrics. Take your facial photo and fingerprints recorded at the Danish Immigration Center. If you have to submit the biometrics abroad, you will be required to pay a fee to the Danish mission handling your application.

You need to follow another procedure if:

• You are a national of a non-EU/EEA country who completed medical training in a non-EU/EEA country
• You are a national of a non-EU/EEA country who completed medical training in an EU/EEA country (other than Denmark)
• You are a national of an EU/EEA country who completed medical training in a non-EU/EEA country. If you have worked in another EU/EEA country for at least 3 years, you can apply for registration under the special EU/EEA provisions.

The authorization process consists of several steps, e.g. a language test, medical tests, and a course in Danish health legislation.

If you apply for a residence permit to obtain Danish authorization while in Denmark on a visiting visa, you may be barred from receiving further visiting visas to Denmark for 5 years. If your application for a residence permit to obtain Danish authorization is rejected, and you wish to visit Denmark again after returning to your home country, this will have consequences for you.

Follow the steps below to receive Danish authorizations and permission to work independently as a medical practitioner. The length of the authorization process is determined by how fast you learn Danish and pass medical tests, among other factors. Please note that it may take several years to obtain Danish authorization and permission to work independently as a medical doctor.

1. Application and approval of qualifications

Before applying for Danish authorizations with the Danish Patient Safety Authority, you must first create an EPIC Account at the Educational Commission for Foreign Medical Graduates (ECFMG®), the USA to primary-source verify your medical education credentials. Once you have uploaded your medical credentials to the ECFMG, you must fill in our application form, which is to be found on the website of the Danish Patient Safety Authority and send it electronically. After receipt of all three EPIC reports, you must furthermore send your application with all required documentation of your formal qualifications by post to the Danish Patient Safety Authority.

You must fill out an application and submit it electronically to the Danish Patient Safety Authority to apply for Danish authorizations like other healthcare professionals. Print and sign the application form, then mail it to us along with your qualifications documents. The required documentation must be sent in two copies, one of which must be certified true copies of original documents and the other must be regular copies.

Your medical or dental training must have been accredited by the Danish Patient Safety Authority. You must submit a copy of the approval with your application for a residence permit.

For the midwives, If their education has been approved (suitable for testing, and can be equated with Danish education), they will be given 3 years to fulfill the criteria for permanent authorizations in Denmark.

2. Language Test

You must pass the language test Prøve I Dansk 3 (Danish 3 Exam) with a minimum score of 10, 7, and 7 before you can register for the medical tests and the course in Danish Health Legislation. The language test is held twice a year in May/June and in November/December, and you can take the exam from various language centers in Denmark. You can take the language test before submitting your application and supporting documents. However, you must have passed the exam less than 12 months before applying for registration, unless you can prove that you have stayed continuously in Denmark during the period after passing the language test. This exam is held in Copenhagen, Greve, Ringkøbing, and Silkeborg.

3. Medical Tests

To register for the medical tests, we have to approve evidence of the passed language test. The medical tests comprise a written and an oral test and are held twice a year. The written test is held in March and September, while the oral test is held in May and November.

4. Course in Danish health legislation

To register for the course in Danish health legislation, we first have to approve your evidence of the passed language test. This is a three-day course including three modules of both group teaching and group work. A written test is given at the end of the course. The course is normally held four or five times a year.

This course is mandatory for all the applicants for residency in Denmark, who are accepted and enrolled to start the training in a Danish hospital. This course includes three separate modules namely: organization of the danish health service, patient rights, and healthcare professionals’ obligations and rights. Through this course, the applicant learns a total view of the Danish healthcare system and gets prepared to start a career in a medical center. As the healthcare system is a high-quality and efficient one in Denmark, all the medical staff including doctors, nurses, and medical technicians are well educated about patient rights and their duties and obligations.

5. Employment for adaptation and training purposes

After passing the medical tests and the course in Danish health legislation, you must seek employment for adaptation and training (evalueringsansættelse). The length of time depends on whether or not you hold professional qualifications. You must take up this position no later than 12 months after passing the last medical test or completing the course in Danish health legislation, and you must find a vacant position yourself.

Your salary and work are under general employment terms. The salary depends on how far you are in your specialist training. It also depends on where you are employed, the job position, and the length of service. Overtime is paid. You must obtain an evalueringsautorisation (only in Danish) before beginning your new job.

Residence in Denmark for midwives

After passing the language test with the required scores, you must pass a test in anesthesia, analgesia, and pharmacology and take up employment for adaptation and training purposes (evalueringsansættelse).

The test will be held at the Metropolitan University College, Midwifery Program in Copenhagen, Sigurdsgade 24, 2200 Copenhagen N. The school provides information on the syllabus and test dates. The exam can be completed concurrently with the employment for adaptation and training purposes. The Metropolitan University College sends information about passed tests to the Danish Patient Safety Authority.

You must take up employment for adaptation and training purposes no later than 12 months after passing the Danish language test.

6. Permission to work independently

You can apply for Danish authorizations and permission to work independently as a medical doctor during the last month of your employment (evalueringsansættelse). You have to pay a fee for permission to work independently as a medical practitioner.

What is the evalueringsansættelse?

Whenever you obtain a residence permit as a doctor, you should complete employment for adaption and training purposes (evalueringsansættelse). Holding merely a residence permit as a doctor doesn’t grant you to work as a medical staff in Denmark. Therefore, you should apply for a work permit to do employment for adaption and training purposes (evalueringsansættelse).

Through this work permit, your salary and terms of employment correspond to the Danish standards. Better say, the salary, holidays, other terms and etc should be in compliance with the standards within your professional field.

For the application, you should attach a copy of the contract with the hospital or any clinical center where you are going to work as a medical resident in Denmark. Also, you should notice that evalueringsansættelse is issued only for full-time contracts, actually, any part-time ones are excluded and rejected. The period of this work permit depends on the contract duration, and it can’t exceed the validity of the residence permit.

In case of losing a job or changing it, you should submit a new application for a new work permit (evalueringsansættelse) with the details of the new position. Also, you are not allowed to enroll in your new job before obtaining a new evalueringsansættelse.

7. Specialist

You can start specialty training after you have obtained the required authorizations and permits to work independently as a medical doctor. If you hold specialist qualifications, you can apply to one of the three Regionale Råd for Lægers Videreuddannelse (Regional Councils for Postgraduate Medical Training) for an assessment of your completed specialist training with a view to additional training, if required, after you have completed the employment for adaptation and training purposes and have obtained authorizations and permission to work independently.

Residence in Denmark for Nurses

To obtain Danish authorizations as a nurse or midwife, follow steps 1, 2, and 5 mentioned above. You must take up employment for adaptation and training purposes (evalueringsansættelse) within 12 months after you have passed the Danish language test.

Only non-EU applicants’ language requirements (from third countries) are regulated by the Danish Patient Safety Authority. All doctors in Denmark are required to have the necessary qualifications, including adequate Danish language skills (ability to understand and be understood by patients and colleagues and conduct medical records in Danish). This requirement is administered by the employer.

The fee for Danish authorization, or permission to practice independently as a medical doctor is DKK 1,206 and DKK 4,165 for registration of specialist qualifications.

How Long Does the Professional Recognition Procedure Take?

You must keep updated about any changes to the authorization process and the deadlines you have to meet until you have been granted Danish authorizations and permission to work independently as a medical doctor.

The assessment time is:

• Up to 1 month for applicants from the Nordic countries
• Up to 3 months for applicants from the EU member states
• It may take several years to obtain Danish authorizations and permission to work independently as a medical doctor for applicants from Non-EU countries (third countries).

Financial Requirements

You must provide documentation that you have sufficient funds to support yourself and any accompanying family members for the first half-year of your stay in Denmark. You must submit the documentation along with your application.

You must demonstrate that you have (2021 level):

• DKK 37.314 if you do not have any family accompanying you to Denmark
• DKK 74.628 if you bring your spouse with you to Denmark
• DKK 89.532 if you bring your spouse and one or several children with you to Denmark
• DKK 74.622 if you bring one or several children with you to Denmark (but no spouse)

A bank statement, for example, may serve as proof of your ability to support yourself and any accompanying family members. Such a bank statement must be no more than 30 days.

Medical university tuitions

If you enter to train as a specialist resident doctor in Denmark, you may expect to be paid a good salary in contrast to the average salary in Denmark. But if you intend to study MD, you should consider yearly tuition.

Actually, the students that come from an EU/EEA country can benefit from free tuition of medical schools in Denmark, regardless of the degree whether it is an MD, or master of a medical field. But, if the student comes from a non-EU/EEA country, the tuition would be between 6000 to 16000 euros/year depending on the university and the field of study.

How Long Can You Stay in Denmark

Doctors and Dentists

Initially, you will be granted a residence permit for 3 years.

The permit can be extended for an additional 2 years if you can provide documentation that you have passed the Danish language test required to obtain Danish authorization.

It is not possible to extend your permit beyond a total period of 5 years.

You must apply for an extension before your permit expires- this applies to both your residence permit and any work permit you may have applied for.

If you apply for an extension in time, you are allowed to stay in Denmark and continue to work while your case is being processed.  This applies even though your permit expires before SIRI (the Danish Agency for International Recruitment and Integration) decides on your extension application.

Nurses

You will be granted a residence permit for 3 years.

The permit cannot be extended beyond the 3 years

Shorter validity because your passport expires

A residence permit will only be valid until 90 days before your passport expires.

Your residency permit will be shortened if your passport has a shorter validity than the maximum period of stay allowed. This means that the validity of your residence permit would be shorter than it otherwise would be. You can apply for a residency permit extension after your passport has been renewed; however, you must do so at least 3 months before your permit expires.

Denmark medical universities

If you intend to study general physician, you should apply to a medical university, while in case you are already a physician and want to train as a resident in Denmark, you have a long way to go. As described in the article, in order to train as a medical resident in Denmark, you should take an essential exam, and then by presenting the danish language certificate, you may start your medical residency in your demanded specialty.
